Foreign Office, May 1, 1909. GENERAL MACHADO, the Portuguese Representative on the Macao Boundary He said that he had no Commission, called at the Foreign Office on the 26th ultimo, previous knowledge of China, but that, after a careful study of the question of Macao, he had come to the conclusion that the essential thing for Portugal was to obtain exclusive control of the waters between that place and the Island of Lapa.
I shall be glad if, without intervening in the negotiations, you will give General Machado, on his arrival in China, such information on the subject of the controversy as you properly can, and such advice as seems to you desirable.
